Recovery Fund "Greece 2.0"
Green transition, digitization, and resilience through the EU Recovery and Resilience Facility
The National Recovery and Resilience Plan "Greece 2.0" is the strategic deployment of the EU Recovery and Resilience Facility (RRF). With a total budget of €36.6 billion in grants and loans, it includes 100 investments and 76 reforms.
The plan is structured around 5 pillars: green transition (38.2% of budget), digital transformation (21.6%), employment-skills-social cohesion, private investment-reform, and health-resilience. Loans totaling €12.7 billion are channeled through the domestic banking system.
Greece has already received €21.3 billion (59.3% of total allocation) through pre-financing and five installments. All milestones must be completed by August 2026.
ARROW Consulting helps businesses access both RRF loans through commercial banks and grants for green and digital investments.

RRF loans are provided through commercial banks (NBG, Piraeus, Eurobank, Alpha Bank) with preferential terms. ARROW Consulting helps you prepare the file and select the most suitable loan products.

All milestones and targets must be completed by August 2026. Loan applications are submitted through banks on a rolling basis, but resources are gradually being depleted.
The "Do No Significant Harm" (DNSH) principle means funded actions must not harm any environmental objective. ARROW Consulting helps you document DNSH compatibility.
